WhatsApp Cloud Calling API Pricing Knowledge Base  


General Pricing Summary

WhatsApp Cloud API, now allow you to start and receive voice calls in WhatsApp.

The main rules are:
1. User-Initiated Calls (UIC) → Completely FREE worldwide (any duration, any volume).  
2. Business-Initiated Calls (BIC) → Charged. Pricing depends on three factors:  
  1. Call duration (billed in 6-second pulses per Meta; WOZTELL simplifies to per-minute billing).  
  2. Country code of the called number (the customer’s phone number).  
  3. Monthly volume tier (total minutes called in the calendar month).

1. How much does it cost to call via WhatsApp Cloud API – Using WOZTELL

In WOZTELL we are going to charge in your deposit the calls you made.

Remember, the User-Initiated Calls (UIC) are completely FREE worldwide (Any duration any volume)

The cost of making Business-Initiated Calls (BIC) via WhatsApp Cloud API through WOZTELL is determined by three key factors:

1. The country code of the receiving number (e.g., +34 for Spain or +52 for Mexico),
2. The duration of the call (billed per minute, equivalent to Meta's 6-second pulses rounded up), and
3. Your current volume tier based on total minutes called in the calendar month (Tier 0: 0–50,000 min; Tier 1: 50,001–250,000 min; Tier 2: 250,001–1,000,000 min; Tier 3: 1,000,001–2,500,000 min; Tier 4: 2,500,001–5,000,000 min; Tier 5: 5,000,001+ min).


For example, if you're in Tier 0 and make a 5-minute call to a Spanish number (+34), the cost is 5 × $0.0194/min = $0.097 USD.

2. How Duration Is Calculated 

- Every 6 seconds = 1 pulse (Meta standard).  
- Fractional pulses are always rounded UP to the next full pulse.  
  Examples:  
        - 56 seconds → 9.33 pulses → billed as 10 pulses -> 1 Minute 
        - 60 seconds → 10 pulses → billed as 10 pulses -> 1 Minute 
        - 61 seconds → 10.16 pulses → billed as 11 pulses -> 2 Minutes

3. Volume Tiers (Discounts) – Detailed Explanation

Meta applies tiered pricing (Volume-Based Pricing - VBP) for BIC based on total minutes called in the calendar month. Tiers reset monthly and apply progressively: as volume increases, lower rates kick in for additional minutes.  

When a single call crosses from one tier to another (e.g., from 49,999 min to 50,001 min), the entire call is charged at the lower (higher-volume) rate.  

WOZTELL's rates (including any markups) follow Meta's VBP tiers for WhatsApp Business Calling API.

Tiers are:  
- Tier 0 (List Rate): 0–50,000 minutes/month  
- Tier 1: 50,001–250,000 minutes/month  
- Tier 2: 250,001–1,000,000 minutes/month  
- Tier 3: 1,000,001–2,500,000 minutes/month  
- Tier 4: 2,500,001–5,000,000 minutes/month  
- Tier 5: 5,000,001+ minutes/month

4. Countries Where Business-Initiated Calls (BIC) Are NOT Available

As of December 2025, BIC is blocked in:  
      - United States  
      - Canada  
      - Turkey  
      - Egypt  
      - Vietnam  
      - Nigeria  

(Note: The business phone number can be registered in these countries, but it cannot initiate outgoing calls. Incoming UIC calls work normally.)

5. Countries Where WhatsApp Cloud API - Business Iniciate Call is available

BIC is supported in every other country where WhatsApp Cloud API is available (180+ countries), including Spain (+34) and Mexico (+52).

6. Toll-Free Numbers

Toll-free numbers (800, 900, etc.) can be used for Calling as long as their country code is in the supported list for BIC.

7. Technical Limits

- Maximum 1,000 concurrent calls per Cloud API phone number.  
- If the limit is exceeded, the user sees a generic “call cannot be placed” message.

8. Pricing Examples: BIC to Spanish (+34) and Mexican (+52) Numbers (WOZTELL Rates)

Assume a 5-minute (300-second) call, billed per minute via WOZTELL (equivalent to 50 pulses under Meta's 6-second model). Costs are for BIC only; UIC free.  

- To Spain (+34), Tier 0 (low volume): 5 min × $0.0194/min = $0.097  
  (In Tier 5 high volume: 5 min × $0.0092/min = $0.046)  

- To Mexico (+52), Tier 0 (low volume): 5 min × $0.0141/min = $0.0705
  (In Tier 5 high volume: 5 min × $0.0057/min = $0.0285)  

These examples use WOZTELL's progressive tier rates; actual billing applies the lowest rate if crossing tiers mid-call.

9. Pricing FAQs

Will calls show up in the insights page on Meta WhatsApp Manager UI? Call insights will be available in both WhatsApp Manager and the analytics API.

Are international calls supported as WhatsApp consumer-to-consumer calls? Yes.

What countries are supported for calling?

  • User-Initiated Calling (UIC) is available in every location where Cloud API is available.
  • Business-Initiated Calling (BIC) is currently available in every location where Cloud API is available, except: USA, Canada, Turkey, Egypt, Vietnam, Nigeria. (The business phone number’s country code must be in the supported list. The consumer phone number can be from any country where Cloud API is available.)

Can I use toll-free numbers for calling? Yes, as long as the country code for the toll-free number is in the list of supported countries.

What is the maximum number of concurrent calls per phone number? 1,000 concurrent calls. If the limit is exceeded, the caller receives a generic message saying the call cannot be placed (no webhook is sent).

Do inbound calls (customers calling my business) cost anything? No – all User-Initiated Calls are 100 % free worldwide, unlimited duration.

Do outbound calls (my business calling customers) cost anything? Yes, only Business-Initiated Calls have a cost. The price depends on:

  1. Country code of the receiving number
  2. Call duration (6-second pulses, rounded up)
  3. Your monthly volume tier

Does using SIP instead of Graph API change the call price? No – the cost of the call is exactly the same. SIP only changes the signaling method.

Can customers call me from companion devices (WhatsApp Web, Desktop, etc.)? No – only calls from the customer’s primary device (usually their mobile phone) are accepted. Calls from companion devices are rejected.
